The Ag. Clerk to the County Assembly of Siaya wishes to inform the general public and all interested bidders that the tender for SUPPLY, DELIVERY, INSTALLATION AND COMMISSIONING OF AN ELECTRONIC DOCUMENT MANAGEMENT SYSTEM, DIGITIZATION AND INDEXING OF SIAYA COUNTY ASSEMBLY DOCUMENTS AND INTEGRATION WITH HANSARD SYSTEM, Has been cancelled due to unavoidable circumstances.
Any inconveniences caused by this unforeseen cancellation is highly regretted.

Article 196 (1)(b) of the Constitution of Kenya, 2010 provides that “a County Assembly shall facilitate public participation and involvement in the legislative and other business of the Assembly and its Committees.” Section 131 (2) of the Public Finance Management Act, 2012 states that “before the County Assembly considers the estimates of revenue and expenditure, the relevant Committee of the County Assembly shall discuss and review the estimates and make recommendations to the County Assembly, and in finalizing the recommendations to County Assembly, the Committee shall take into account the views of the County Executive Committee member for Finance and the public on the proposed recommendations.”
The proposed Siaya County Programme Based Budget, 2020/2021 has been submitted to the County Assembly as required by Section 129 (2)(a) of the Public Finance Management Act, 2012. The Budget Estimates, having been tabled to the County Assembly, stood committed to the County Assembly Committee on Budget and Appropriations for consideration and thereafter reporting to the House.
Pursuant to Article 196 (1)(b) of the Constitution of Kenya, 2010 and Section 131 (2) of the Public Finance Management Act, 2012, the Committee invites interested members of the Public to submit any written memorandum they may have on the Budget Estimates, 2020/2021.
Ward Development Committees; Youth Groups; Women Groups; Groups of PWDs; and Civil Society Groups are encouraged to participate.
Groups or individuals that may want to directly interact with the Committee are advised to contact the Budget and Appropriations Committee Clerk, Mr. Antony Omollo through mobile no.0713-036494 by Friday, 15th May, 2020, who will coordinate for physical interaction with the Committee by way of representation or virtual communication with strict adherence to the COVID-19 Prevention Guidelines.
Memoranda on the proposed Siaya County Programme Based Budget, 2020/2021 can as well be dropped at the respective County Assembly Ward Offices so as to reach the Committee by 23rd May, 2020 at 4.00pm.
The proposed Siaya County Programme Based Budget for FY 2020/2021 is available in the public downloads section of this website. A copy of the Budget Estimates is also available in each of the 30 County Assembly Ward Offices for reference purposes.
